In order to regenerate a housing complex, one of the effective method is area management. This paper intends to possibilities of community organizing in the initial stage of area management. We interviewed the members of volunteer team in Hibarigaoka-danchi complex. Main findings are as follows.
1. One factor of the volunteer activity is an attachment to the area, then it is necessary to growing local love.
2. The amount of activity have to be depended on the individual discretion, and sharing of information is important.
3. The business person must show residents the goal and methods of area management.
