In this research, we analyze the influence of the efforts of the basic concept planning committee of the new city hall relocation on the consensus formation of citizens. For that purpose, the attitude of the administration, the role of the consultant, the content of the committee, and the change in the consciousness of the citizens were arranged.
In this result, a method effective for citizen consensus formation was considered. It was found that the attitude of the committee from the standpoint of citizens was effective in consensus building.
