The “Handbook on Evaluation of Urban Structure” suggests that city issues can be identified by comparing the urban structure evaluation indexes of cities with similar population sizes. However, our earlier research indicates another criterion to extract finer tasks: population distribution. Therefore, after categorizing cities of equal population size using population distribution indexes, we evaluated their urban structures. Results show that the differences of population distribution affect urban structure evaluation indexes even for cities of equal population size.
