In the process of recovery from the Great East Japan Earthquake, the importance of support from inland areas, where there was little damage, has been reaffirmed. This paper organizes the measures supported by the Morioka City in a chronological order to clarify the changes in the content of the measures and their challenges. Morioka opened a reconstruction support center and outsourced its operation so that the city could focus on the work as a local government. The dispatch of specialists is important in the field of reconstruction, and it is necessary to have a system of multiple dispatch.
