This paper aims to find issues on promoting seismic resistance of condominium based on the cases of condominiums in Tokyo Metropolitan and Yokohama City. According to the analysis, the following systems would be required to promote seismic resistance work: guidance and consultation for homeowners association(HOA) to be provided by the government in the initial period, system for matching the expert with HOA to support seismic diagnosis to the exit of seismic resistance work, loan system for seismic resistance work, legal guarantee of succession to purchaser after deciding seismic resistance works, and HOA guarantees on personal property rights and so on.
