In the 1950s and 1960s, many factories in Bologna moved to the suburbs, and the number of disused factory sites increased in the center of the city. In the 1980s, Bologna shifted to a policy of preserving and utilizing former factory sites as industrial heritage. The case of the former tobacco factory site is a pioneer in the preservation and utilization of industrial heritage in Italy. This paper reports on the background, systems, and methods of preservation and utilization of this project, which became a turning point in Bologna’s urban policy.
