The purpose of this paper is to clarify the utilization methods, the actual status of activity organizations, and issues concerning the 16 unfinished railroads. The utilization types could be classified into (1) utilization of a single object, (2) utilization of lines, and (3) utilization of the entire line, and the relationship between the type of remains and the utilization methods was identified. However, the activity organizations faced issues, such as the aging of the remains, profitability, and personnel shortage. It is considered necessary for the municipalities, private companies, and civic organizations to cooperate in the utilization of the remains.
