In the Region of Hokkaido, local government has push forward with an original way of landscape administration. But, it is expected to design the territorial landscape plan of a large region with cooperation because landscape of Hokkaido spread beyond administration sphere. The purpose of this study is to show the process of landscape planning of a large region, which will expand in Hokkaido. We research Tokachi sub prefecture, planning landscape of a large region from 2000. We report the process of first stage.
