Abstract
This research aims at examining the relationship between natural resource development and urban formation in China through a case study of Jilin Petroleum in the city of Songyuan, Jilin Province. In China, the ownership rights of national resources belong to the state. The development of natural resources is definitely regarded as a national policy. Then, the state-owned enterprise accomplishes a large amount of national investment and, at the same time, takes the lead in constructing the base city of natural resource development. As a result, the enterprise forms unique space where the former planned economic system seems to be held.
