抄録

Since starting the New-Educational system after World War II, it has passed more ten years. At present, there are more than 150 Private Universities and Colleges. And the University Libraries in those Universities and Colleges had been operated by each of them. But compared with those of the National Universities we can't help to see the phase imperfcet or undeveloped about Private University Libraries.
However, you can easily understand at that we have some good operating University Libraries on the system of Librarians or Administration for materials between than those of University Systems.
Fortunately, I had conducted an investigation for them. The matters are gotten me some ideas or reflections. Then, I'll advocate my opinion that I call “Some problems of University Library in the University”. I'll show you my opinion as follows;

2 Some problems the Private University Faced _ As Centerized the Administration of University Library.
　(一) Position of the University Library.
　　Relation between University and it's Library, and about as a Law Library Rules between the Corporate Rules and University Rules Director Status and his Independent Library Board.
　　The Librarian Status and his Independent Library
　(二) Board Role of University Library on the educational field.
　　The Institutional Standards for University and College ― and the other's actual conditions of University Libraries ― Functions, Position, Instructional Staffs and the Library, Methods for Teaching and the Library, Organization, Relations between the Laboratory and Library.
　(三) Personal Conditions
　　Professional ability for University Library ― In-service Training for Librarian-ship, Personal Status, Treatments.
　　Administrative Organization of the Library ― Organization, Professional, Professional Job, Staff-manual.
　(四) Material Conditions
　　Complication of the Budget, Execution, Control ― Originality about Library Budget, Containments.
　　Buildings and Equipments ― Purchasing budget, Keeping for Equipments and Tools.
　　Purchasing Materials ― And it's job.
　　Effective Execution for budget.
　(五) Originality of the Private University and it's Limits.
