After Meiji-Ishin (The Imerial of Meiji) a import of foreign civilization had been in Japan. Now, thinking of books, the Rangaku (the study of the Dutch language) had developed as centering medicine, physics, chemistry, military affairs at the government of Edo. But natural science books were seemed to forget in comparison with import of social science and literature was very flourishing after Meiji-Ishin.
Then I explain to the state of imported foreign book which was imported the golden age of civilization between first year of Meiji (1868) and 14th years (1882).
I divide into several parts of next, namely 284 kinds, volume, binding, edition, price, original author, expression, technical term, right to translate, etc.

Contemporary reading theories are divided into three ones; “Reading Theory for cultivation,” and “Reading Theory for amusement”. “Reading Theory for living improvement,” The first one is based on the ideology of cultural personal formation, the second one on the ideology of american liberalism and pragmatism and the third one on the ideology of reconstructive sociology. The purpose of this thesis is to examine the background of current reading theory and know the characters of each theory.

There are three patterns in human communication: they are (1) personal communication, (2) mass communication and (3) intermediate special interesting communication. When we discuss reading, newspaper or periodical reading belongs to mass communication, and book reading belongs to special interesting communication, this thesis, the characteristics of the library is a media of spexial interesting communication.

The functional theory of library generally mean function of communication and educational function. The former is able to decide the general function of library existing beyond the frames of nation, society, and age, but there is a negative action which shut out the function artificialy. This is phenomenon of burning, inhibition, censorship of books.
This report aimo to discuss meaning, emerging form of the burning, inhibition, censorship of books not only from the bibliographical point of view but from the political and sociological point of view, and will point out how the action of anti-communication disturbs the function of library, how it damages the completness of service action to readers, how the innocence of it checks the liberty of reading for reader. And without recovering the function it is impossible to evade the one sideness of the communication theory.

A farm-village is usealy isolated in the distance and inclosed, in addition it is separated from a city life, retaded and cut off from a city, therefore it is little effective to try to make the populance of a farm-village user of a library. It needs force of organization to overcome the unbalance and the low efficiency of library users. And we are obliged to organize the custom to use a reading club. The organization of users of library in a farm-village is left behinded. In a farm-village there is minor group between library and users. The users will be realize by when the use for the production of a farm is combined with reading for education.

Ambroise Firmin Didot, son of Firmin Didot, was grown by the affection to the Greek and Hellenic knowledge. He was one of the most excellent Hellenist of the 19th century. His activity embraces the numerous scientific publications, study on the history of typography, foundation of the private library and other social or national works. Above all the publication of the revised edition of “Thesaurus graecae lingae” by Henri Estienne represents his life and achievement. “Thesaurus” which combines the name of Estienne with that of Didot, symbolizes the spirit of French science. In this abstract paper is mentioned the relation of Ambroise Firmin Didot to “Thesaurus”.

Though many studies of such a technic as classification and cataloging have been published, the most of its contents are to interpretate the traditional technic made by M. Dewey and Cutter or try to discuss it in detail.
With the development of technic industry world we need the different service in quality and quantity, in addition considering the rapid rise of publications, we can not expect the result by dint of the traditional technic.
From this point of view I analysed how the traditional technic had the speciality about the character and method. In the result of this analysis traditional technic have three problems in respect of following three points.
1. The traditional technic is studied from the point of view of library activity =technic.
2. The attitude for study of the traditional technic is proceeding unconcious of the methotology.
3. The location of arrangement process and science of working (classification and cataloging) is ambiguious. And yet the minuteness of the science is discussed.

We regard all the materials that are used and preserved not as the a simple accumulation but the group differentiated from materials which is not used and preserved.
We call the simple and basical crowd a group. The group of patrons is a social group, and the group of the preserved is a collection as the form of materials.
In order to transform the crowd of people who don’t use the library to the group who uses it needs not only to form the group of patrons but to try to organize the collection of books rich in contents, corresponding the group of patrons.
The combination of the group of patrons and then the group of collection is considered nucleus of the activity for public library to carry out.

In company with the improvement and progress of daily business, all over the country the nature of librarian and willing for study have advanced, but in Hokkaido the real condition is worse than elsewhere. We could know the part of this reality according to the consciousness research of librarians when librarian training course was hold at Hokkaigakuen University.
The objects are 124 students of a lecture-class(90 in Hokkaido, 34 in Tohoku), the ratio of withdrawl is 93.5% (116). To summerise, (1) lack of cognizance about the world of libraries. (2) lack of effort to improve and development the affairs of library.

Since starting the New-Educational system after World War II, it has passed more ten years. At present, there are more than 150 Private Universities and Colleges. And the University Libraries in those Universities and Colleges had been operated by each of them. But compared with those of the National Universities we can't help to see the phase imperfcet or undeveloped about Private University Libraries.
However, you can easily understand at that we have some good operating University Libraries on the system of Librarians or Administration for materials between than those of University Systems.
Fortunately, I had conducted an investigation for them. The matters are gotten me some ideas or reflections. Then, I'll advocate my opinion that I call “Some problems of University Library in the University”. I'll show you my opinion as follows;

Reflecting the conventional education of library science, I compared it with documentation, management of information and management of documents similar to library science. We find that the core of library science is Retrieval system or Secondary communication of which functions are communication and memory. In addition Retrieval system is analyzed in three functions; search of information, storage of information, organization of information, and through them there is identification of information. On the basis of the above view, I settle the required subjects; (1) Communication (2) Search of Information (3) Prepareation of Materials (4) organization of Materials (5) Management of Information activities (6) Practice.

We can think three aspects which are approached by psychology. First point is the problem of a librarian as a proffession, second point is the problem of “labor efficiency in library business”, third point is the problem of reading psychology.
(1) Here we must consider the differences of views of occupation between Japan and America. But a librarian has been considered as sinecure or chores. Especially it is important in Japan that we see characters of autism in applicants of librarian. In addition we should consider the librarianship, philosophy of librarian and moral.
(2) In our country it is first consideration to promote efficiency of business, but we must not make light of the human element, and not loss the meaningful relationship, then librarianship will turn to a vocation from a profession.
(3) While reading search is a extensive approach, the reading background of individual and personality formation are intensive research, for this purpose, we must rely upon psychology, general semantics, clinical psychology, pathography and bibliotheraphy.

Much doubts arise in the Nippon Cataloguing Rules, 1952, concerning with the collections and series on practice. It has the rules that the main entry is made under the first mentioned author even when there are more than four authors, while it has also other rules which permits that a compiler or an editor can also be entered under the main entry same as the author. As a result, at present, these rules are left in confusion.
At the IFLA International Conference on Cataloging Principles which was held at Paris in 1961, the rules relating to the works of the joint authorship were revised: the authorship was established and it was differentiated from an editor and a compiler. Subjecting to the idea of the statement of the Paris Conference, JLA Committee on Cataloging is making a draft of the revised cataloging rules.

It has been more than ten years since the new system of university started, the number of book stock in Ibaraki University Library increased by four times compared with the number ten years ago. Although the number of book stock increased rapidly, the number of user does not follow it. This study is the survey of methods to use the Hand-Sort Punched Card in various libraries. In the public library it is used at the department of services, at a executive department, and in a special library at the department of literature search. This reflects the characteristics of each library. To summarize, it is the stage of examination. Hereafter it is necessary to study the quality of each Hand Sort Punched Card.

As the information service of the special library it is necessary to have the detailed classification of bibliographies. UDC and NDC are of no use because they are too rough to us. At this institute 60 percents of the reading consultation for students is the question what kind of research monography we have in this field, therefore we decided to use Class, the classification of NDC Section and Subsections.
As the result of consideration which point of view we take between the practical point and academic point, yet because the science of correcting criminal have not developed, we made the working classification, refering to the items of correction laws and made the decimal classification according to the system of classification.

The author attempts to make a comprehensive list of the ever published 791 books about Basho with an introductory outline of each title. He also hopes that this list can be useful, in some way or other, for the people who are engaged in study of Basho's life and work.
The above books include the publications dated since the early Tokugawa Era (the end of 17 century) until 1962. They are classified under the following items: (1) Biography (2) General books (3) Works (4) Criticism of Haiku (5) History of study.
As everybody might see, the list proves the importance of (1) His, Haiku (2) “0kuno-Hosomichi”, and (3) His life. In this article fuller description is given on those important matters.

Taking consideration of the fact that the dwellers, especially housewives in Danchi formed a new social group which grew up rapidly after war and a important reading population and the users of a library. The purpose of this Survey is to make clear the real state of housewives' life and reading in Danchi. Housewives in Danchi are relatively young (26-30 years), have a high educational career and time to spare. But they are not remarkable about the concerning of reading, compared with the concern about mass-media, in addition contents of reading are related to house life. But their volition to read is strong, the chief reason why they don't use a library is that they have little time to read, there is no library at hand and yet filled the volition to read with borrowing them from neighbourings. On this point it seems that they become good users of library.

This is a part of the study in the application of techniques of business analysis to the appraisal of library contribution to the operational results of its mother institution.
A special library, in the modern economic society, should be worth investing department for its mother institution or business organization, apart from its cultural value as a library for the community or the society in general. It has been impossible, however, or at least very difficult to make the value of its contributions clearly expressed by merely presenting, comparing or scrutinizing the conventionarily prepared library statistics. Series of processing on those statistics are required for such evaluation to be convincing.
In this paper, suggestions are put forth for preparation of balance sheets for library operations analysis with special reference to the operations results of the research, experimental, business or administrative institutions.

On account of the emergence of many Micro-Publishers in each country, it become possible to get the foreign literatures in the form of Microform, which one had not been able to get by now.
Therefore, with a view to fullfilment of literary materials, it is very important to know properly what kind of literatures are published and sells in the form of Microform.
On this point, Directory of Micro-Publishers surveyed by FID, SLA and UNESCO is a valuable tool. Such Union Catalog of publication as The Guide to Microforms in Print published by Microcard Editions should be largely used, though it was made in U.S.A.
