Abstract
The purpose of this paper is to clarify how the salmon（Oncorhynchus keta）industry in Okhotsk, Hokkaido, has developed according to the food chain approach required by EU. In the countries where export-oriented fisheries have expanded, they are likely to establish a food safety strategy to meet EU required standards. The salmon industry in Hokkaido supplies raw materials to the export-oriented processing industries in Asia, and they process and re-export value added salmon products to EU and other markets. Since the Hokkaido salmon industry is located at the end of the food chain of salmon export, some processing companies prefer to adopt EUHACCP as an export strategy. However, EUHACCP, which is regarded as a public certification, needs the monitoring and auditing system to be strictly controlled by local governments and local health centers to assure food safety. Capacity development of food safety control should be achieved not only at salmon industry but also local government level.
