Since manicipal mergers advances in recent years through Japan, administrative districts have spread, and public services have been apt to be slim. The trend has introduced making of the new organization by resident participation and performing of positive community planning in a human scale area that is an old village or elementary and junior high school districts. These new organizations have a function as a kind of community management organization, acting independently from preexisting residents' association. We can call them “Community Think-Tank”. These take activity form of the NPO type that independent participation of residents is easy to get. Therefore the activity will be expected as flexible and positive community management.
In this paper, the actual situation of these community management are investigated on-the-spot, and compared seven cases of rural/suburban/city center areas, and clarified the activity effects, roles, and problems, particularly in rural area.
