We have investigated the way of building of local involvement programmes through the partnership model of Groundwork activities in a case of Kiyozumi green space development project in Mishima city. We have recognised the importance of intermediary NPO's function and role in the process of local involvement through Groundwork activities. In addition, it is essential to plan a variety of programme which is based on the characteristics of each local community and these programmes lead to local communities empowerment.
