There are growing concerns among governments both local and central on the role of local communities in policy implementations and public works projects. In this study, we tried to identify what aspects of local communities would enhance Agricultural and Rural Development Projects implemented by governments. Using agricultural and rural resource management project as a case study, questionnaire survey was employed to identify the relation between project performance and communities with abundant experiences and high engagement in community activities. Our analyses clarified that the importance of developing communities' experiences of project involvement to effectively cope with new programs.
