This study aims to clarify the relationship between the local conditions that enable the local development and the external supports. The external supports for the local development function effectively, only when they are utilized in the respect of the local situation. In the case of Satomi District, lacks of the local resident's initiative, shared vision and coordination are identified as the factors that inhibit the local development. These three are the necessary conditions that form the foundation for the local development and they need to be fulfilled before receiving the external supports to execute the activity.
