This paper discusses a support methodology used to establish community associations in temporary housing complexes after the Great East Japan Earthquake of 2011. We reveal the specific procedures and contents we used to establish one such community association in an Ishinomaki City, Miyagi Prefecture, temporary housing complex via the local NPO. These procedures could be classified into four steps: (1) free meal distribution, (2) an explanatory meeting, (3) a preparatory meeting, and (4) an initial meeting of association members. Based on the results from Ishinomaki City, we proposed a support methodology that could serve to establish a community association in temporary housing complexes in other parts of Japan. The methodology consists of seven steps, including the NPO's procedures. The result should serve as a record of successes and challenges in disaster restoration regarding the livelihood of temporary housing complexes.
