This paper focuses on the problem in choosing a measure of central tendency in the valuation on the public agricultural projects. In general, total benefits of projects are evaluated by multiplying numbers of households who enjoy it by values of the measure. Because the choice of measures could vary the resulting value, considering it is important work. In this paper we focus on the selection between the mean and the madian, and we take two approach to it. One is the welfare economic approach and another is the statistical approach.
