Abstract
Formulating the environmental education theory is in the middle of work in Japan. The term of environmental education system has been used in the fields of environmental education policies since the middle of 1980's, but the definition and the perspective are not clear. This paper clarifies next. The term of environmental education system is defined from the position of social systems theory. Environmental education system has four lower systems; 1)the organization system, 2)the interaction system, 3)the self-system as psychological/cognitive system, and 4)the capacity building system. Environmental education system consists of four dimensions; 1) learning platforms, 2) learning-activity environment, 3) learning and action models, and 4) capacity building.
