Abstract
This paper argues that there is a statistically and substantively significant relationship etween local factors and international environmental cooperation by local governments in Japan. I stablish this linkage by taking the dummy variable on implementation of the environmental ooperation and the budget amount for the cooperation in a prefecture as proxies. Results from my tatistical analysis confirm that the progressivism of governors, policy diffusion factors and capacity f local government on environment issues in a prefecture have significant effects on the mplementation of international environmental cooperation by local governments.
