Abstract

The Climate Change Adaptation Act that was enacted in December 2018 recommends that all local governments should endeavor to formulate local climate change adaptation plans. This research project aims to develop a system (Vulpes: Vulnerability Pluralistic Evaluation System) for the visualization of climate risk considering local vulnerability and future social changes. This report summarizes the methods for assessing local vulnerability and modeling of future social changes. It also describes how the results will be used in the formulation of local adaptation plans through a participatory approach (e.g., workshop).
