The present state and issues of semi-natural grassland management in Japan were investigated through a nationwide questionnaire survey. Results showed that most of the grasslands that were formed through grazing, mowing, and collection of thatch in the past were maintained for tourism and wildlife conservation. Local communities and municipalities played great roles and bore considerable burden in maintaining grasslands. However, new contributors, such as nonprofit organizations (NPOs) and volunteers, are committed to managing grasslands. Therefore, the collaboration of citizen sectors, such as NPOs and volunteers, with municipalities and local communities would be effective for future grassland management.
