Topic Comparison Analysis of Public Discourses across Heterogeneous Materials on Environmental Policy

Abstract

This study compares council statements and public comments during Japan’s Sixth Basic Environmental Plan formulation using BERTopic. Analysis reveals that council members progressed from setting directions to integrating the plan, while public comments shifted from general evaluations to specific technical issues as drafts became concrete. These findings highlight the diverging discourse dynamics in policy development.
