This paper outlines a research on the analytical model of multi-mode multi-commodity freight transportation in Indonesia. The model is intended to evaluate strategic plan of inter island freight transportation. The demand for inter island freight transportation is estimated by econometric demand models taking into account socio-economic characteristics of the regions and types of commodities. Supply side concerns with the network, including land access connecting to transfer points, especially with respects to modeling links, transfer points, and generalized cost function. System optimization is obtained by minimizing total cost consisting of link and transfer cost. The model is applied to evaluate impacts of policy scenarios contributing to improvement of inter island freight transportation network and has shown its capability of estimating system costs that can be utilized to assess policy implications.
