To avoid affecting business activities from urban flooding, it is necessary to prepare for adaptation in the transport sector. In considering effective adaptation measures, firstly, it is important to understand the actual travel behaviors under flood situations. Also, it is essential for the evaluation of adaptation measures and decision of prioritization. Thus, this study focuses on the change in residents' travel behaviors and evaluation of adaptation measures in the transport sector. The data from the questionnaire-based survey was analyzed to understand the change of travel behaviors under the flooding condition. Then a traffic assignment model was developed to evaluate the raising of arterial road as an adaptation measure while reflecting the actual travel behaviors under the flood conditions. This found that the implementation in raising arterial road for the western bypass could reduce Vehicle Kilometer Traveled (VKT) by 60%, compared to flooding without taking any measure.
