Pedestrian sidewalk quality is critical to pedestrian safety. Instead of focusing on the built environment of the sidewalk, this study focuses on pedestrian behavior via pedestrian speed-density analysis. Walking speed factors are analysed to develop improvement strategies with the case study in Taiwan. This study uses a three-step analysis process. First, DBSCAN was used to define the sidewalk types. Second, this study selected the most representative sidewalk to collect pedestrian data. Third, Voronoi diagram method is used to develop a speed-density diagram and use a regression model to identify the critical factors. Model results indicate that walking speed would be influenced by user characteristics (e.g., elderly) and walking behaviours (e.g., using phone). Further, walking behaviours are found to have a larger impact than user characteristics on walking speed. The result indicates that policymakers could define undesired walking behaviour that can be improved by setting up some enforcement policies.
