Abstract
Support from public libraries for school libraries is indispensable for school libraries struggling with financial difficulties and staff shortages. The Library Law clearly stipulates mutual lending and cooperation, and with the reorganization of the Ministry of Education, Culture, Sports, Science and Technology, school libraries have been positioned as part of lifelong learning, further confirming their importance. Currently, while there is a significant amount of material lending from public libraries, going forward, it is essential to move beyond one-sided support and instead foster collaboration that respects the autonomy of both parties. As leading examples, public libraries in Niigata City and Hakusan City have established school library support centers, providing comprehensive support such as material provision, training, and information dissemination, thereby contributing to the improvement of school library quality. In terms of collaboration, it is important for public libraries and school libraries to cooperate while maintaining their respective functions, and it is also necessary to reconsider the new significance and functions of school libraries within the context of lifelong learning.
