名古屋市の学校図書館の現状に対する歴史的分析

School libraries in Nagoya City are frequently kept locked for administrative reasons, resulting in their limited active use across most schools. Furthermore, Nagoya ranks among the approximately 8% of Japanese municipalities that have yet to formulate a " comprehensive school library plan, " as required by the School Library Guidelines issued by the Ministry of Education, Culture, Sports, Science and Technology (MEXT). Historically, however, Nagoya’s school libraries were pioneers, more advanced than those in other regions. This paper compiles and organizes key materials to analyze the factors contributing to their current state, delineates a framework for future investigation, and establishes a foundation for subsequent research.
