By analyzing the present situation and characteristics of cultural tourism resources in Shandong Province, this study explores how to effectively combine the cultural industry with the tourism industry to make it an effective way to enhance regional cultural soft power, and puts forward some ideas for the development of cultural tourism in Shandong Province. Research is mainly carried out in the following five aspects. (1) Explain the connotation and promotion path of the integrated development of cultural tourism. (2) Analyze the factors influencing the integrated development of cultural tourism. (3) The test and empirical investigation of the integrated development model of cultural tourism. (4) Analyze the advantages, problems, and difficulties of the integrated development of cultural tourism in Shandong Province. (5) The experience and enlightenment to the integrated development of cultural tourism in Shandong Province.
