One of the basic measures for the coastal fishing boat fishery in recent years is the “Hama Vitality Revitalization Plan” (hereinafter, “Hama Plan”). Currently, most of the measures for promoting coastal fisheries are associated with the Hama Plan. The Hama Plan is voluntarily formulated by local stakeholders centered on fisheries cooperatives and municipalities. The purpose of the beach plan is to improve fishery income and thereby revitalize the fishing village area.
The beach plan with 2014 as the first year is also in the second term. In the first beach plan, various efforts were implemented according to the actual conditions of the area. And it has achieved some results. However, the issues of the beach plan have also become clear. One is that there are differences in regional capabilities such as planning ability and practical ability of efforts. The other is that the efforts of the plan are limited to the short-term improvement of fishery income and have not reached the efforts that contribute to the revitalization of the region.
Looking at examples of regional revitalization efforts centered on coastal fishing boats, it can be seen that cooperation and collaboration are the keys. In addition to the conventional cooperation and collaboration centered on fishery cooperatives, wider and more diverse cooperation and collaboration are expanding. Under such circumstances, the role required of fisheries cooperatives will change. It is to prevent people from being left behind from new cooperation and collaborations. It is also expected to play a role in removing barriers to those who drive pioneering efforts.
In order to revitalize the area during the major turning point of the fishing village area and the environment surrounding coastal fisheries, a comprehensive master plan that goes beyond raising the income of fishermen is required. It is especially important for the promotion of small coastal fishing boat fisheries. In the current policy framework, the Hama Plan is the only measure that can be expected to play its role. However, it cannot be said that it is functioning as a master plan. In the future, it is necessary for the region itself to grow and mature as it repeats the formulation and practice of the Hama Plan. As a result, the Hama Plan is required to evolve as a master plan for regional revitalization.
The Hama Plan has just begun as a way to establish a sustainable fishery and region through its own ingenuity in the future. It is time for the community to play a leading role and test its own strength. I hope that the “Hama Plan” will function ideally as a policy framework.
