Traditionally fuel tax has been regarded an efficient source to finance road construction and maintenance because of its direct relation to road usage. However Information and Communication Technologies (ICT) and Intelligent Transportation System (ITS) could provide opportunities to identify road usage more precisely (e.g. distance in a certain area) and manage the transportation demand skillfully (e.g. peak-hour pricing). This paper aims to build a framework to evaluate distance-based road pricing system with ICT & ITS by introducing road cost function and pricing principles, and then to conduct case studies to examine distance-based road pricing systems in the US and EU.
