Abstract
Project Cycle Management (PCM), a Logical Framework Approach Method, has been used for the Development Assistance as an analytical management tool by aid agencies. The PCM, however, does not seem that it copes with recent complex social issues and deals effectively with the growing diversity of needs in the field of Development Assistance. This article explores possibilities of successful way of complementing the PCM, static and linear problem analysis approach, by using dynamic approaches particularly in structurally-complex issues like social developments.
