Abstract
Presently information systems have become global, gigantic and complicated more and more. At the same time, shortening the period for development or current execution of development and maintenance with corporation among them has been requested. In spite of such a situation, they have been individually developed by every project control in most of the fields. It might be valid in the midst of complex system environment to put a data administrator (DA) as a central core of program management cycle in information management of the P2M, in order to carry out without contradiction multiple projects of system development keeping quality as well as productivity highly. This paper studies on what roles should be achieved essentially by DA and what roles could be achieved by DA in the program management of system development under the analysis on why functions of DA have not been so far settled down.
