Abstract
This paper discusses how information about the outcomes and risks of IT investment can be shared easily between IT system stakeholders, such as IT system planners, owners, designers, builder and uses. An "evaluation function" for evaluating the results of IT investment will be proposed. The evaluation function can describe qualitatively the features of the IT systems, which depend on the purpose of the investment, including such aspects as business application needs, cost reduction or infrastructure maintenance. Probability distributions are applied to the parameters of the evaluation function, and the shapes of the probability distributions of the investment effects are determined by the Monte Carlo simulation method. A procedure for decision making is explained in order to incorporate the evaluation function in the strategic program management process.
