Abstract
Cost reduction is indispensable to strengthen competitiveness of companies. To make it happen, it is important to improve productivity by energy reduction and labor saving, but usually the companies rely on “Gemba”, there factories and working sites, to implement it. When the company’s order
is cost reduction by outsourcing, manufacturing sites may be confused by luck of their experience normanual ,and they will be obliged to confront difficulties while learning by trial and error .To solve this situation, it is required to produce the situation by contriving the method that suits each sites, redefining the mission , and utilizing the capability of production sites. To enhance the capability,
the program manager who can grasp the current situation and propose new hypothesis are needed. This report is written as preliminary study on the role and necessary action of the program manager who would maximize the capability of production sites to enhance companies’ competitiveness.
