Abstract
Most PFI in Japan are aimed at rationalizing business and reducing costs, and PPP that lead to new value creation are not widespread. It can be considered that this is because public-private partnership from the scheme stage of the program has not been established. The Ogar Project in Shiwa Town, Iwate Prefecture, which is a PPP project, is a program aimed at increasing the value of the entire area through multiple projects. By applying P2M to this case, we hypothesized that the public and private program managers worked together from the scheme stage to revitalize the region. Then, based on the six management perspectives of creative integrated management, we considered about the role of program management.
