Abstract, The Ministry of the Environment is promoting the construction of a ”regional circulation symbiotic zone” based on the concept of SDGs aiming at integrated solutions to multiple issues. Programs to create a circulation zone in the region are being worked on all over the country, but it is difficult to break down the conceptual vision into a concrete project. It is difficult to draw the reality of connecting various programs in the region and managing them with a sense of the whole region. In this report, the council for the utilization of woody biomass in collaboration with Minamiashigara City, Kaisei Town, and Matsuda Town in western Kanagawa Prefecture is taken as an example. This council is implementing profiling management of projects aiming at the regional circulation symbiotic area, clarified the relationship and actors of multi-layered circulation resources in the region, and created a story for program realization. We will analyze how clarifying the scale of the previously ambiguous regional story worked in consensus building, especially by scrutinizing regional resources and demand.
