Japan's cities and regions are facing a number of challenges and are concerned about their sustainability under the structural issues of global digitalization, intensifying competition, SDGs, and the declining birthrate and aging population. The Japanese government is trying to solve these problems by implementing a transformation using digital technology through the ”Super City Concept” that aims to ”update entire cities and regions.” On the other hand, these movements for the structural transformation of society go beyond the scale of ordinary ”programs” in which a specific entity becomes the ”owner” in P2M theory and tries to realize the mission within the scope of that entity's function, but the importance of this concept is considered to be increasing. Based on this recognition of the problem, I examined the characteristics and role of P2M theory in the promotion of initiatives for large-scale social structural change, such as the ”Super City Concept,” using related research and Maebashi City’s initiatives as subjects, and proposed the necessity and direction of expanding P2M theory.
