Abstract
Previous studies on MCS for P2M focused on budgetary control system and PBSC. In recent years, MCP for P2M also considered. MCP refers to the concept that control systems, such as budgetary control system and PBSC, don’t function in isolation but as a package coupled with other management systems. The other systems include management philosophy and internal rules. However, it seems that the previous studies on MCP for P2M didn’t classify project and program as waterfall and agile. This study provides a case study on MCP for waterfall and agile P2M based on interviews with the information systems development department of major Japanese insurance company.
