Abstract
To achieve net-zero CO2 emissions by 2050, local governments are intensifying their efforts towards decarbonization. Decarbonization is a cross-cutting policy challenge, and while it should ideally contribute to addressing specific regional issues, it is crucial to outline a broader perspective as a regional comprehensive strategy, ultimately leading to improved quality of life, regional economic development, and expanded employment opportunities in the medium to long term. However, in many local governments tend to approach decarbonization as an extension of conventional environmental policies or to apply it in a compartmentalized manner within specific policy domains, making it difficult to envision effective decarbonization policies and their contributions to regional revitalization. In this paper, we studied the background or the difficulties that local governments face through the specific cases, and elucidate the necessity and significance of applying the P2M methods towards achieving regional decarbonization.
