It has been pointed out that the policy process in Japan has changed to a two-tiered structure with a ”layer that provides major directions (arena 1)” and a ”layer that designs specific institutions (arena 2)” as a result of the reform of the political system in 1994 and the reorganization of ministries and agencies in 2001.
In this study, by examining the policy process in the energy sector (renewable energy and nuclear power) using P2M theory, we confirmed that a two-tier structure of programs and projects has been established. On the other hand, when programs and projects are mixed, or when the circulation between the scheme-system-service model is not sufficient, the policy process becomes mixed and there are historical effects in the institutional design, and it is clear that a series of reforms have not produced the expected favorable results.

The author underlines the transition in implication of ideology from “philosophy of freedom” to “philosophy of mercy”. The purpose is intended to ensure empathy among citizens and stakeholders for social welfare policy as core belief. This is critical in particular to “Regional Integrated Health Care System” being initiated by Central Government starting in the year of 2025. The major measures are targeted to either “literacy” diffusion and/or proposition to “open bid social projects and programs”. P2M provides effective implications. The agenda are focused in the alliance and/or partnership of medical/clinical/nursing/care zoning to develop welfare services for “Quality of Life”. The implications are pertinent to” integrating intelligence” among organizations. The remark in critical issues is delegation of authority and organizational reinforcement in Regional Government as well as Care Center agency. 9.6million people with disabilities and intractable diseases are behind countermeasures for the increasing number of elderly people. There is a risk that adequate care will not be uniformly available to the economically disadvantaged. Essential solution lies in the proactive supports to such prime actors of service providers as “Small Capital, Small Sized, QOL Care House” distributed locally in cities, towns and villages. The recommendation is the proposition in the immediate future. The core is to foster “Outstanding Startups” provider development of potential social impacts by public funding money. Viability of prime actor development is the vital issue in decentralized autonomous community.

In this study, we clarified the factors that create core fans in the anime fan community using a combination of atypical and standardized questionnaires. 28 people were asked to fill out an atypical questionnaire using a web form to extract factors that maintain interest, and 72 people were asked to fill out a standardized questionnaire to investigate the degree to which each factor is affected by the community. The results showed that the quality of the story and structure, the quality of the music and BGM, and the implementation of official events had a particularly strong influence on the continuation of interest. Based on these findings, we proposed two strategies for creating core fans in the anime fan community. In the future, we plan to conduct a survey and analysis focusing on those with crowdfunding experience to investigate factors that prevent the decline in engagement of core fans, and to scrutinize methods of return and information dissemination.

The rapid evolution of information technology has led to ”digital disruption” in which emerging digital companies are using it to enter new markets and disrupt traditional companies and markets by quickly introducing creative new value. In this era, the survival of a company depends on how quickly it can bring new value to market through digital transformation (DX). Agile is becoming popular as a development method for DX, but since Agile itself is a software development method, a mechanism to accelerate business agility from a business perspective is necessary. Therefore, we applied P2M theory to a new initiative called agile portfolio management and verified its effectiveness.

Science and Technology, the ratio of female researchers in Japan is currently quite low compared to the rest of the world. The percentage of women in the ranks of professors,associate professors, and section chiefs or above is extremely low. Based on the above, it is worthwhile to study approaches to derive findings that will contribute to measures to promote the advancement of women in Japan. Therefore, this study obtained data from the Times Higher Education Impact Rankings 2020 and devised a matrix model in which the top 100 universities in terms of 5 Gender Equality achievements were set as the row sample. The other 16 SDGs target data were set as the column variables. Then, by applying this matrix model to link prediction, we devised a model to extract a group of universities with high 5 Gender Equality achievements. Then, by analyzing the level of achievement of the 16 SDGs other than 5 Gender Equality in the extracted university groups with the high achievement of 5 Gender Equality, we discussed the findings on the promotion of female researchers in Japanese universities

Toward the goal of a decarbonized society, advanced utilization of biomass resources in the energy and material fields is expected. In our previous study, we have reported programs of research projects reviewing the utilization of biomass, mainly of rice and wood, as actual cases using P2M. Regarding biomass technology development in Japan, we have shown as an issue that, despite the numerous examples of demonstration experiments, not many cases have led to full-scale social implementation. In this paper, we provide profiling management for supporting biomass technologies implementation by clarifying the status of local resources and the scale of the business phase of the researched and developed technologies. For social implementation of the utilization of rice, wood, etc. as biomass, the first step is to clarify the amount of biomass that can be produced in the region, mainly based on statistical information from the regions that are collaborating as demonstration areas. This information will be visualized and shared with research participants and stakeholders. Through these profile management, we will examine methods to support regional implementation of biomass technologies.

To achieve net-zero CO2 emissions by 2050, local governments are intensifying their efforts towards decarbonization. Decarbonization is a cross-cutting policy challenge, and while it should ideally contribute to addressing specific regional issues, it is crucial to outline a broader perspective as a regional comprehensive strategy, ultimately leading to improved quality of life, regional economic development, and expanded employment opportunities in the medium to long term. However, in many local governments tend to approach decarbonization as an extension of conventional environmental policies or to apply it in a compartmentalized manner within specific policy domains, making it difficult to envision effective decarbonization policies and their contributions to regional revitalization. In this paper, we studied the background or the difficulties that local governments face through the specific cases, and elucidate the necessity and significance of applying the P2M methods towards achieving regional decarbonization.

Business Continuity Management (BCM) is a management activity to enhance and maintain organizational responsiveness to minimize the impact of business interruption caused by disasters on stakeholders. In industrial clusters, such as factory complexes, if each company were to proceed with BCM independently, resources in the vicinity of the affected area may be depleted. In other words, bottlenecks occur that hinder overall recovery if problems are concentrated during initial response and recovery. This paper applies the P2M framework to examine a framework that mutually complements the limitations of individual company BCM by collaborating with other companies in industrial clusters to realize common value.

This study focuses on the Asian Students Environment Platform, an initiative sponsored by the AEON Environmental Foundation since 2012, to identify communication methods that enhance the outcomes of international online programs. By understanding the strengths and limitations of Computer-Mediated Communication (CMC) compared to face-to-face interactions, the research delves into the potential of not only traditional web conferencing services but also the use of metaverse to express physicality through avatars. The goal is to bring online communication closer to, or even surpass, real-life interactions. The elements required to achieve this are examined using the framework of platform management and other P2M approaches.

In proposing an attractive logistics warehouse in an industry-academia collaborative project, we observed the environment in the warehouse and found that the logistics warehouse environment itself needs to be reformed. This paper proposes a method to improve work engagement by using social interaction, points and level-up, which are elements of gamification, in the project, by using a series of work processes that are considered regular work in a logistics warehouse as a project. We propose an effective way to implement programme management, as work engagement can be improved by ensuring that everyone involved in the project understands and acts on the value they are seeking for their work.

Disaster risk reduction (DRR) is a pressing global issue. The Sendai Framework for Disaster Risk Reduction emphasises the importance of ex-ante investment in DRR in developing countries from a sustainable development perspective, and of development cooperation, such as ODA. However, many countries and donors still focus on reactive practices. DRR takes a long time, and recipient nations need to build on the knowledge acquired through ODA. This paper therefore examines ODA programmes through the lens of the organisational knowledge creation theory and discusses the types of ODA programme management that are necessary to enable autonomous knowledge creation. This study finds that (1) program life cycle/value index management randomly triggered by disasters, (2) rogram life cycle/value index management based on programme limitations, and (3) platform management to foster inter-organisational collaboration, and (3) are required, and proposes a revised DRR-ODA value creation model.
