Abstract
The promotion of DX in a company can be viewed as a program consisting of multiple projects.SMEs with no experience in DX often fail in setting issues in the conceptual phase. In this paper, we propose a method for setting issues for DX promotion programs of SMEs from the business strategy and knowledge management view. In the proposed method, issues are analyzed using a DX management framework that incorporates a dynamic model of knowledge creation organization into the Balanced Scorecard, and a roadmap for DX promotion programs is created and evaluated. In addition, interviews and participant observation were conducted with SMEs in HR development programs by METI and others to confirm the feasibility.
