As the broadcasting system in Japan will be digitized for the transmission of terrestrial and Broadcasting Satellite within several years, HDTV video compression technique will be introduced in this area. And many reserchers started the investigation of MPEG-2 Test Model-5 (TM-5) for MPEG-2 HP@HL algorithm. When MPEG-2 video compression TM-5 of HP@HL is applied to the distribution HDTV image, parts of fast moving and high definition image will create the image defect for broadcasting video specialist. In this paper, new way to solve this problem is proposed.
