ITU-T's H.261 and H.263 are the commonly used low bit rate video compression algorithms for the videophone and video conference applications where mainly head and shoulder scenes are expected. As for the scenes with high motion or frequent scene changes, these algorithms are difficult to apply since special care has to be taken since buffer over/under-flow might be expected at very low bitrate. Here we have developed a low bit rate video transmission system called "Quality Motion" targeting the Internet application.
