MPEG has became an important technique for various video handling. Since the MPEG video coding standards specify only bitstream syntax for a compressed video, a number of algorithms have been proposed in order to improve the picture quality. In this paper, we propose an MPEG video coding algorithm fully adaptive frame/field structures and GOP structures and show that the proposed method can greatly improve the coding efficiency when compared with a fixed coding structure case.
