Chronic diseases, psychiatric disorders, falls and fractures are the main causes of the rising costs of social security. It is important for health to maintain a daily step count to improve physical functions. In this study, we investigated the effects of step-count monitoring using ICT devices on the number of steps taken and physical functioning of middle-aged and elderly person. We aimed to promote walking as a habit and to improve health literacy. The study consisted of 89 middle-aged and elderly persons aged between 44 and 88 years. The study period was 18 months. We focused on step count, lower limb muscle strength, and feelings and behaviors. Results showed that maintaining a daily step count of over 7,000 steps significantly improved lower-limb muscle strength and decreased the risk of falling. Subjects also had more positive attitudes and improved psychological health.
