Design quality has a great influence on the ultimate quality of products and service. Design quality, if traced back to the problem, relies on design process by design idea and design concepts. Especially, in such a case as goods directly connected with public safety and environment(for example foods, medicines, constructions, automobiles and so on), we have to ask ethics itself as a criterion relative to design quality. In the meantime, designer as specialist has free discretion to a high degree, within given plans, strategy, time, budget and so forth. In addition, mainly because information and knowledge of designer are highly abstractive, there are many cases of regarding one's own judgments as important relative to ethics problems on design stages. A mere emphasis on the normative aspect of ethics is insufficient. For a preventive measure in practice against ethic problems, there exist monitoring by the third special agency. However, as it is something impossible for every field, ultimately, there is nothing for designer and its internal organization but to infer ethics on design plot and its process. This study, based on the above recognition, deploys following arguments. The first argument concerns 'cost-quality problems', as main cause of remiss in ethics consideration on design stages. The second argument deals with 'necessity on ethics evaluation of internal organizations', based on recognition that only one's own regulation or the third agency monitoring is insufficient.
