In the environmental improvement for smoother popular utilization of water space (public access), which has been vigorously pushed for in the waterfront area in recent years, satisfaction of three requirements is considered to be important. These requirements are : (1) accessibility of the waterfront area (accessibility); (2) the easy accessiblity of inst.itutions for citizen's utilization (usability); (3) capability of approach to the waterfront and ensured view of the coastline (openness) . This study aims to evaluate the current state of public access to the waterfront area of the Tokyo Port from the viewpoints of these three requirements.
The results of accessibility evaluation are that the areas featuring excellent accessibility have increased ; that accessibility of the facilities used by citizens has also enhanced with regard to usability; and that improvement of these two factors was therefore ascertained. As for openness, on the other hand, accessibility is good, but the open coastline has not increased measurably. As such, future improvement in this respect is awaited .
