This research analyzes the community planning support realities of the resident subject in the community planning ordinance operation. Kobe City and Toyonaka City are taken up as an operation case with the community planning ordinance, and the support realities of both cities are compared. The support system of Kobe city takes a consistent system from the first stage of community planning to the city planning project and the support strategy has been complicated. But it's realities is strong the city planning project aim. The support realities of Toyonaka City takes the support system limited to the first stage of the community planning to arrange the image of the future of the district. Therefore, the consideration enlightenment to the resident and the talent promotion program, etc. have been enhanced. Different opinions are adjusted and fashiriteiter which ties to the arrangement plan is necessary at an initial stage of community planning though the support of the expert who has architectural attainments and city planning attainments is necessary at the city planning project stage. In our country, such a support system is still weak the location, and should maintain the case in the future.
