The “Vision for a Digital Garden City Nation” concept, launched by the Kishida Cabinet in 2021, is a key initiative for Japan’s regional revitalization, focusing on the use of digital technology to address challenges such as depopulation and overconcentration in the Greater Tokyo region. The concept aims to create sustainable and attractive rural communities by leveraging digital innovation.
Key elements include fostering new industries through digital transformation, improving regional job opportunities, and encouraging relocation to rural areas. The government is focused on building digital infrastructure (e.g., 5G and fiber-optic networks), supporting digital education, and avoiding digital divide to ensure no region is left behind.
The strategy also promotes “Smart Cities” and the “Super City” model, integrating technology to enhance urban services and regional livability. Furthermore, the “Digital Lifeline National Infrastructure Plan” focuses on improving connectivity and disaster resilience.
The Ishiba Cabinet, formed in October 2024, has launched the Regional Revitalization 2.0 policy, aimed at establishing a basic framework for the next 10 years. This framework includes five key pillars, namely: a safe and sustainable living environment in rural areas; the decentralization of people and businesses from Tokyo; boosting regional economy; the full utilization of digital technologies; and multisector collaboration.
